National policy

VOCs management and control started late in China. There is no clear regulation of VOCs in the air pollution prevention and control law. It only puts forward control requirements on "organic hydrocarbon gases, odorous gases, toxic and harmful gases".
In terms of standards and specifications, the comprehensive emission standard for atmospheric pollutants issued by the state in 1996 only sets requirements for the emission of non-methane total hydrocarbon, and the definition of VOCs and industrial emission control requirements were not clarified until 2008.
In 2010, the state council issued the circular of the general office of the state council forwarding the guidance of the ministry of environmental protection and other departments on promoting the joint prevention and control of air pollution and improving regional air quality (guo ban fa [2010] no. 33), which proposed the control of VOCs at the national level.
Since 2010, under the guidance of national policies, relevant regulations of LDAR project have been gradually developed and perfected. Till the release of national regulations GB 31570-2015 oil refining industrial pollutant emission standard on April 16, 2015, Chinas VOCs control policy has been initially formed into a self-system.
