On November 3, 2015, the 13th five-year plan proposal was officially released. Many contents in the planning proposal involve ecological and environmental protection, which is more beneficial to the environmental protection industry. In the face of the lack of guidance on the treatment of volatile organic pollutants, various regions of the country have launched the treatment of VOCs pollution in key industries one after another, drafted the local specifications for the breakdown of VOCs emission, listed the list of key regulatory enterprises, and launched the treatment of "one enterprise one strategy". Clear and detailed VOCs management content, clear division of responsibilities and time nodes of all departments, and finished the refinement management and prevention and control of VOCs emissions.

On June 24, 2015, the ministry of finance, the national development and reform commission and the ministry of environmental protection jointly issued the pilot measures for volatile organic pollutant discharge fee (fiscal tax [2015] no. 71), which includes the petrochemical industry and packaging and printing industry, and took effect on October 1, 2015. The first VOCs sewage discharge fee in Beijing will be charged from 10 to 40 yuan/kg according to the annual VOCs emission of enterprises. After Beijing imposed volatile organic compounds VOCs after discharge, tianjin, Shanghai, jiangsu, anhui, hunan, sichuan, shanxi, liaoning, zhejiang, hebei, shandong, hainan, hubei, fujian province have officially released documents pilot VOCs blowdown is imposed, at present the country for 15 a pilot industry VOCs discharge levy policy of provincial area (including the municipality directly under the central government).
